Simply, as the papers to be forwarded, are stated in my letter, a report of Judicial proceedings, accompanied by official correspondence to the truth of which can be readily tested by means at His Excellency's command and I respectfully submit that neither the letter nor the spirit of the Colonial Regulations to which Mr Mercer alludes, support the Governor in an implicit refusal to forward to your office any matter in which the sender's ultimate object is the obtaining by their means, redress for wrongs to which he has been subjected.
